(1) The local level shall be responsible for the construction and operation of infrastructure and structures necessary for the decomposition, final disposal and processing of waste, including the transfer center (transfer station), landfill site, processing plant, compost plant, bio gas plant, etc. to manage waste.
(2) The local level shall be responsible for managing or using the waste dumped or stored in the waste disposal center, transfer center or processing site or the waste accumulated during cleaning.
(3) For the purpose of this section, waste dumped or stored in a waste decomposition center, transfer center or processing site or any substance accumulated in the course of cleaning shall be considered waste.
